- A Review of the Gulfwatch Program 1993-2004 In 2008 the Regional Association for Research on the Gulf of Maine (RARGOM) conduct a peer review of the Gulfwatch Program. The review was conducted within a framework that focused on a series of questions about the Program and its data spanning 1993 to 2005. Outside reviewers were asked to address these questions as part of a team that included expertise in inorganic and organic geochemistry, toxicology, and former agency personnel managing marine monitoring programs in the past.
